Russia’s expected annexation of the Russian-occupied regions of Donetsk, Luhansk, Kherson and Zaporizhia was widely condemned in the West. UN Secretary-General Antonio Guterres said it was a “dangerous escalation” that would jeopardize the prospects for peace.
